Under Ohio law, local governments may band together into an aggregation, or buying group. There are 126 member communities (including Kirtland) in Northeast Ohio, having formed an aggregation named the Northeast Ohio Public Energy Council (NOPEC). Voters in these communities authorized this action beginning in the November, 2000 Election. NOPEC – which is non-profit - represents residents and small businesses customers in Ashtabula, Cuyahoga, Geauga, Lake, Lorain, Medina, Portage, Summit and Trumbull Counties. NOPEC negotiates the purchase of natural gas and electricity on behalf of residents within these communities, typically extending a discount on these commodities by purchasing in aggregate.
