Under Ohio law, local governments may band together into an aggregation, or buying group. There are 126 member communities (including Kirtland) in Northeast Ohio, having formed an aggregation named the Northeast Ohio Public Energy Council (NOPEC). Voters in these communities authorized this action beginning in the November, 2000 Election. NOPEC – which is non-profit - represents residents and small businesses customers in Ashtabula, Cuyahoga, Geauga, Lake, Lorain, Medina, Portage, Summit and Trumbull Counties. NOPEC negotiates the purchase of natural gas and electricity on behalf of residents within these communities, typically extending a discount on these commodities by purchasing in aggregate. The Ohio Department of Commerce's Video Services Section regulates cable television providers that have obtained video service authorization from the Director of Commerce. Please note that the Ohio Department of Commerce does NOT have the authority to regulate satellite companies, nor internet and phone services provided by cable television companies.
